Predict GAM and Predict GLM tools should check the left and bottom extents and the number of rows and columns rather than all four extents

The Predict GAM From Rasters and Predict GLM From Rasters tools require the user to provide the projection, cell size, and left, bottom, right and top extents of the output rasters. From this, the tools calculate the number of rows and columns of the output raster. The tools will reproject any input raster if any of its parameters are different than what the caller provides. To check the extent, the tools perform an exact comparison for all four extent components: left, bottom, right and top. Rather than doing this, the tools should check the left and bottom extent and then the number of rows and columns. This will avoid situations where there seems to be very small discrepancies in the right and top extents (rounding error introduced by Arc, I think).
The tools should also recompute the right and top extents in case the caller did not provide values that result in a width or height that is not evenly divisible by the cell size.
The tools should also log as Info any time a raster is reprojected, and the reason why. Currently this information is logged as Debug. I found that sometimes rasters were being unexpectedly reprojected. This could be a problem because BILINEAR interpolation is used by default and this will screw up any categorical data. The user needs to know if reprojecting is happening.
