CoastWatch tools should skip extraction of solar zenith variable when the caller wants to use the same bits for daytime and nighttime

When performing cloud masking, the CoastWatch tools use the sun_zenith variable to determine whether each pixel used daytime or nighttime cloud tests. But if the user wants to use the same bits for daytime and nighttime cloud tests, as would occur if the user followed Peter Holleman's recommendation of masking the pixel if any bits fail, then it is not necessary to check the sun_zenith.
